At Cornell, he was commissioned an Ensign, United States Navy through the Navy Reserve Officers Training Corps program. He attended Naval Flight Officer (NFO) training at NAS Pensacola, Florida and Mather Air Force Base, California before earning his wings of gold in March 1979. He then attended initial training in the P-3C Orion aircraft at VP-30, NAS Jacksonville, Florida. Commander Palkovic reported in July 1979 to VP-26, NAS Brunswick, Maine where he served as Educational Services Officer, Readiness Training Officer and NFO Naval Aviation Training and Operations Standardization (NATOPS) Officer. During this tour, he qualified as Instructor NFO, NATOPS evaluator, Tactical Coordinator and Mission Commander in the P-3C aircraft. He deployed to the Western Pacific and Indian Ocean in 1980; NS Rota, Spain and NAF Lajes, Azores, Portugal in 1981; and NAS Keflavik, Iceland and Western Pacific in 1982. He then reported to VP-30, NAS Jacksonville, Florida where he served as NFO Training Officer. In this capacity, he supervised initial and refresher training of NFOs destined for duty with Atlantic Fleet P-3C squadrons. From 1985 to 1987, CDR Palkovic served as Assistant Air Operations Officer, Commander, Carrier Group FIVE, NAS Cubi Point, Philippines. There, he qualified as Flag Tactical Action Officer and Flag Command Duty Officer. He also participated in Operation Earnest Will, the protection of tankers during the Iran-Iraq war in 1987 as a member of Joint Task Force Middle East. He then attended the College of Naval Command and Staff, Naval War College, Newport, RI, earning a Master of Arts in National Security and Strategic Planning. During this tour, he also attended Salve Regina University, earning a Master of Arts in International Relations. In 1989, he reported to VP-56, NAS Jacksonville, Florida for his department head tour, requalifying as Instructor NFO, Patrol Plane Tactical Coordinator and Mission Commander. He served as Training Officer during the squadron's transition to the P-3C Update III aircraft, then as Administrative Officer and Operations Officer during a six month deployment to NAS Keflavik, Iceland. Following this deployment, he assisted with disestablishment of the squadron in 1991. Commander Palkovic reported to CPW Atlantic Fleet as Tactical Development and Evaluation officer. In this assignment, he oversaw Tactical Development programs for the East Coast P-3 squadrons and coordinated completion of numerous research projects supporting Anti-submarine and Anti-surface warfare. He also assumed the additional duties of Training Officer. From 1993 to 1996, Commander Palkovic served as Chief Staff Officer and Administrative Officer for the staff of CPW-1 and Commander Task Force SEVENTY-TWO, Kamiseya, Japan. Commander Palkovic served at United States Strategic Command in Omaha, Nebraska from 1996 to 1999 as Chief, War Plans Analysis Branch. He responsible for completion of analyses and studies relating to the effectiveness of United States nuclear war plans and the consequences of use of Weapons of Mass Destruction. After graduating from the University of Alabama (BSEE), he attended Aviation Officer Candidate School and was commissioned in 1987. From 1989 to 1992 he deployed to NAS Sigonella, Sicily and NAS Keflavik, Iceland as a member of the VP-16 "War Eagles." He served the squadron as the Beartrap and Tactics Officer. In 1992 CDR Palmer reported to the VP-30 Pro's Nest for duty as a FRS Instructor. While deployed to the Mediterranean Sea and Persian Gulf, CDS-14 participated in Operation Noble Anvil and Southern Watch. In 1997 CDR Palmer was assigned to the Navy Staff's Strategy and Concepts Branch (N513) in the Pentagon. In 1998 he joined VPU-2 in MCAS/NAS Kaneohe Bay, Hawaii. In 2000 CDR Palmer returned to VP-30 as the Fleet Replacement Squadron Training Officer where he began mainstreaming the Aircraft Improvement Program into the FRS training. While assigned to VP-30 he was awarded the Political Military Masters Scholarship and was accepted to Harvard University for the 2002-2003 academic year. CDR Palmer received a Masters Degree in Public Administration (National Security Affairs) in June 2003. I was only 17 when I arrived fresh out of Lakehurst. I later served in FASRON-119 and VP-6 at Oak Harbor, Washington. As I retire I have to give thanks to all the training and guidance given me by the older people I served with. This made the tour fruitful and leaves me with many good memories. One thing that has always bothered me is why I was sent on a 30 day TDA to the USS ORCA CVA 249, a tender. They also sent a second class storekeeper. M. Able. They had no parachute loft, they didn't seem to have an assignment for me and the ship went to odd place. It went up the Saigon river (remember the French were still fighting there in 1953) and picked up Vietnamese sailors, then the ship went to Bangkok. Afte thirty days it returned to the Phillipines. As I guess it happens in the military some things don't have an explanation. Such as why would we go to Saigon and why did they send us. Anyone got a clue?..." [02JAN2001]

And then after completing all the quals to be told that AM's weren't permitted to fly in VP-42 was a disappointment to say the least. But I didn't take no as and answer and kept making unofficial inquiries. Then after about 6 months LCDR Sarkisian, the MO and PPC of crew RB 8 put me on his crew as 2nd mech. I was flipped out. But then in Dec I unexpectedly got orders to a VA squadron in NAS Lemoore, California. I made a Med cruise on the USS Satratoga (CV-60) and spent 2 more years in VXE-6 Operation Deepfreeze, the highlight of my career. I was discharged on 12/20/74..." [07JUL2016]

From VP-40 went to NAS Pearl Harbor, Hawaii and managed PACFLT Counternarcotics operations. Late 1992 moved across the island to VPU-2 at NAS Barbers Point, Hawaii. Had a blast there. Left the Navy in 1994 to attend 'B' school back at the University of NC, Chapel Hill. From there returned to the West Cost to work for Intel Corporation on several internet marketing teams at the Folsom, CA campus. Took a quick break from Folsom and returned to Tokyo as an expatriate for Intel for 18 months beginning January 2000. (Managed several Japanese websites) Quite a difference living in Ginza ($6600/month) and working next to the Imperial Palace and living in the Kadena BOQ or Misawa Inn ($180/month). I helped design the current "Sunseeker Patch" and painted a mural in the old hangar stairwell. Later (1979) I got transfer'd to VR-59 in Dallas which wasn't ready so I TAD'ed to VR-54 C-118's for 3 years. Finally the C-9's came (3 brand new birds) and went to VR-59. I did design its current Texas "Star" patch. Left there in 1984 or so and went to NAF Detroit, Michigan to start up VR-62. Got 50 Bucks for helpng design that patch. Left VR-62 to go to VR-60 in NAS Memphis, Tennessee. The left NAS Memphis, Tennessee and returned to NAF Detroit, Michigan AIMD and closed that base. I gues you could say I was a pofessional C-9 Squadron Starter with 3 under my belt. All the people I worked with in the Navy were a great buch of Guy's and Gal's. After I etired I went to work for Connie Kallita at AIA for many years. Currently I am in Riyadh Saudi Arabia working with Pratt and Whitney. Aviation has been my life. During the NAS Bermuda deployment my crew, with PPC Earl Byers, CDR (Ret) and Chris Ames ADM (Ret), was launched on a SAR effort in which they located a shipwrecked lady, Ms. BJ Watkins, several hundred miles north of the island. We were able to coordinate with a cargo ship, the Charolette Lyke, to have her spotted and rescued (SEE: VP-24 SAR Rescue of BJ Watkins 1988). Shortly after returning from NAS Bermuda in 1988 I received orders to the new US Transportation Command as Software Development Branch Chief until I retired in 1992. (US Army) in 1967, great bunch of guys. Went to VP-2 where I was the last guy to make chief before the squadron decommissioned in 1969. Off to VP-1 just in time to deploy back to NAS Iwakuni, Japan. Did a tour of ASCAC (Anti-Submarine Classification and Analysis Center) at NAS Whidbey Island, Washington, transisioned to the P-3's and did my final tour in VP-22. Was stationed at NAS North Island, San Diego, California, NAS Barbers Point, Hawaii, MCAS Iwakuni, Japan, NS Sangley Point, Philippines, and NAS Cubi Point, Philippines. Shortly after returning to NAS Norfolk, Virginia VP-44 was getting rid of the P5M's for the P2V-5's. I was the AE for LM-11 in the P2's and was on the NAS Sigonella, Sicily deployment. Upon moving the squadron from NAS Norfolk, Virginia to NAS Patuxent River, Maryland I was the AE on LM-10 flying with LT Shoemeyer, LT Thune, LT Estes, Ltjg Schugg, F/E John Warren, 2nd Mech Miller, AT's John Atkins, Dan Pennington, T J Woodward, Klecz and radioman Steve Gardner, and A) Bob Mackey. I also served for a while on Capt Serrell's Crew 1 for a period of time. While on duty in NAS Argentia, Newfoundland, Canada I received notice I was getting a month and 4 day early out for the convience of the gov't and left VP-44 in May 1964 as well as the USN. I enjoyed my time with VP-44 and would do it all over again. After leaving VP-44 I entered Western Carolina University and following my graduation joined the US Border Patrol and spent the next 30 years with the US Imm & Natz Svc as a Border Patrol agent and a criminal investigator. I got married on my way from Naval Weapons Test Squadron (WST) at NAS Patuxent River, Maryland to NS Rota, Spain and brought my wife along to Spain. She was a freshman in college and picked up a few courses from the University of Maryland while we were there. I did one deployment on an aircraft carrier to support the "whales" and then decided I’d rather be an air crewman. I got qualified as the aviation electrician’s mate (i.e. cook) and an ECM Operator. VQ-2 was transitioning from the Super Connies to the P-3’s and since I wasn’t going to make the Navy my career, I got assigned to one of the Super Connie crews. I made several deployments to Athens and NAS Key West, Floridat and even got to go on a NATO exercise to Iceland and Norway … even got my "Blue Nose" card for going above the Arctic Circle. It is interesting to see how squadrons have carried on and how many now have disestablished and we only have our memories and memorablia remaining of times past. To those of VP-90, "Skinny" Brown was NOT exaggerating about about his and Mike's FE class shrinking from 16 to 3. I was one those who disappeared from FE Class 7601. There were many reserves in that class. Interesting though is that the 2 reservists ended up with a long flying career and the reamaining active duty sailor didn't. Ask Skinny about the FE trainee from VP-60 who slapped the full Commander's hands for being on the power levers in the simulator! Anybody from VP-68 remember the name of the SAR FE who used to commute from West Virginia every weekend to fly? He was another legend and we often wondered about his home life. Though I went back on active duty with E-2's, what I learned as an aircrewman helped me to be a much better Metalsmith and Maintenance Chief. Yes for those of you who where at NAS Barbers Point, Hawaii in the late 80's I was the Production Control Chief who gave you a hard time..." [06FEB98]
